GranMorgu Progress and Halliburton’s Talent Investment Signal Suriname’s Next Phase of Growth

April 28, 20262 min read

Suriname’s offshore energy sector is moving decisively into execution, with the GranMorgu project advancing to approximately 25% completion and the arrival of its first subsea equipment marking a key milestone since the final investment decision by TotalEnergies and APA Corporation in October 2024. This shift from planning to execution is significant for the private sector, as it signals the start of more defined procurement cycles and contractor mobilisation, areas where early engagement becomes critical for businesses looking to enter the supply chain.

The development continues to progress across multiple fronts, including construction of the FPSO vessel, set to feature a 50,000-ton topside and 500 MMcf/d gas capacity, with its hull now in dry dock in China ahead of offshore installation expected this year. For SGCC members, this scale and timeline provide a clearer sense of when demand will materialise across logistics, fabrication, marine support, and engineering services, reinforcing the importance of aligning capabilities now rather than waiting until peak activity.

In parallel, Halliburton’s launch of its Development Excellence Engineer Program (DEEP) in Suriname signals growing investment in local talent, reflecting a broader shift toward building in-country capability alongside large-scale project execution. This has direct implications for businesses, particularly in training, HR, and technical services, as operators increasingly prioritise partners that can support workforce development and meet evolving local content expectations.

Taken together, these developments point to a narrowing window for strategic positioning. As execution accelerates, opportunities are likely to concentrate within subcontracting layers and cross-border supply chains linking Guyana and Suriname, rather than at the operator level alone. For SGCC members, this underscores the value of structured engagement - whether through IBC Suriname 2026, where key project stakeholders will be present, or through targeted SGCC-hosted missions to major events, such as SEOGS 2026; which provide a more direct pathway to understanding procurement needs and securing early-stage partnerships.
